Today Sen. Cory Gardner grilled Deputy Secretary of State for Management and Resources Heather Higginbottom on a decision to send $500 million to the United Nations’ Green Climate Fund. The funds came from a State Department bank account meant to encourage growth and opportunity to countries around the world. But, it went to the United Nations without Congressional approval.

Gardner asked whether Congress approved this transfer of funds. Here is Higginbottom’s response:

“Did Congress authorize the Green Climate Fund? No. […] We’ve reviewed the authority and the process under which we can do it, and our lawyers and we have determined that we have the ability to do it, and I pledge to you and to other members we’d be happy to provide that legal analysis and the additional details.”

Somebody’s experiencing some growth and opportunity from this infusion of cash, but it’s not poor people in other countries.
